Summary

Douleurs Sans Frontières (DSF) is a French medical NGO operating in Cambodia since 1996. DSF’s current project aims at improving the quality of life for people facing life-limiting illnesses, through palliative care and psychosocial support. DSF works in collaboration with the local authorities and local partners to provide direct comprehensive and adapted care to patients and to build up the capacities of the public health system in its areas of expertise. DSF team is composed of Khmer medical and paramedical staff, supported by Khmer and expats support and management staff.

Duties/Responsibilities

The Administrative and finance assistant works under the supervision of the Administrative, finance and logistics coordinator. On his/her assignment base, he/she supports the coordinator in the processing of administrative, human resources, accounting, and financial transactions.

The tasks are as follows:

  • Writing letters and meeting minutes according to requests and instructions; Centralization of incoming and outgoing emails
  • Writing and following-up on documents and letters in Khmer and English language; Basic translation of documents in Khmer and English languages
  • Public relations and external communication in Khmer language regarding administrative topics
  • Supporting the coordinator in the monitoring of local laws and regulations
  • Supporting the coordinator in the follow-up of legal files, in collaboration with the National Director
  • Proceeding to the filing declaration of taxes and other local charges (online and physically)
  • Make purchases after formal approval from coordinator and/or logistician (e.g. stationaries, consumables, electricity/water bills)
  • Track and follow-up patients contributions and financial support provided to patients
  • Assists to events or trainings related to admin, HR, accounting or financial/taxation
  • Basic secretariat and welcoming of the patients

Human Resources

  • Follow the evolution of the cost of living; Support updating salary scale and formalize indexation rates
  • Identify the elements allowing the establishment of the payroll
  • Edit pay slips and supervise the payment of salaries and related expense (e.g. NSSF, bonus and indexation, expenses notes) as well as foreigner (VSI) staff per diems and allowances
  • Ensure the archiving and follow-up of individual files and issue all documents relating to the professional life of DSF employees, ensuring the confidentiality of HR data

Finance and accounting

  • Ensure the physical monitoring and security of the cash registers
  • Check daily cash balances and report to the coordinator
  • Establish the state of liquidity needs in consultation with the coordinator
  • Perform disbursements and payment of advances; Keep the advances book and the cash journal
  • Check exhaustively the documentation associated with every expenses lines; Follow-up the requests of documentation
  • Archive the accounting documents (hard and soft copies) according to the DSF procedure (e.g. quotations, invoices, contracts, receipts, bank slips, etc.)
  • Record weekly all of the expenses in financial journal
  • Record budget allocations and accounting codes
  • Participate in the monthly closing, review and integration of accounting
  • Establish financial reporting to Gov. Authorities: MoH, MoFA, CDC, ACAR
  • Support the financial and admin coordinator in expenses follow-up and to provide monthly analysis and reports

Requirements

Education

  • Bachelor in administration and finance / accounting / secretariat or similar

Skills and requirements

  • At least 3-year working experience in similar function
  • Experience in NGO is a plus
  • Excellent organizational skills and ability to handle multiple tasks in a dynamic environment
  • Flexibility and perseverance; Rigorous, methodical and responsive
  • Strict compliance with the procedures established by DSF’s mission in Cambodia
  • Strong communication and inter-personal skills coupled with a well-developed sense of diplomacy
  • Comfort working in teams as well as acting independently
  • Excellent speaking and writing abilities in Khmer and English; knowledge in French is a plus
  • Good knowledge of Word and Excel; knowledge in accounting software is a plus
